Abstract:
There is a growing debate in Brazilian literature about how to improve the education management system and policies implemented in school services. However, the existing literature that addresses the historical reasons for this situation is still very incipient. Only a few studies attempt to answer the question of why education in Brazil has always lagged behind. In this sense, this work focuses on the Municipal Education Management of Itaparica/BA, with regard to the analysis of policies implemented in the locality to achieve the universalization of school services, using the theology of care as a space for inclusion. The general objective is to analyze the process, strategies and weaknesses in the implementation of quality policies in basic formal education in the municipal network of Itaparica/Ba. Methodologically, descriptive research was used with a qualitative approach related to education in contexts of policies implemented in the municipality. Document analysis makes it possible to collect data considered important for research in order to interpret the information collected and make inferences based on observation in a systematic and detailed way. Considering this objective, the research had as a parameter the Municipal Education Plan (PME) which aims to give new meaning to the concepts of culture and citizenship in a democratic school and consequently a new vision of the social function of this institution, so that it can attend in an equalizing way. to human diversity in all its aspects. From this perspective, the guidelines are presented for a ten-year period of the Municipal Education Plan (PME), whose actions, goals and specific contents have broad significance in the educational scenario of this municipality, enabling the participation of civil society in the collective construction of knowledge, respecting and promoting fundamental values, aligned with a theological approach of mutual care and shared responsibility.
