In a public higher learning institution, the Code of Ethics is the instrument which serves to guide and educate, in terms of ethical conduct, all to whom the Code is applicable. The goal of this research is to analyze the Code of Ethics of the public servants of the Federal University of Ceará (UFC) and its application. In the elaboration of this work, some issues were raised: Does the Code of Ethics of the UFC fulfill the ethics goals of public organizations? How is it applied at the UFC? Who benefits most from the Code? Is there freedom and autonomy of the members of the Committee in the application of the Code? To obtain the necessary data a bibliographic and documental research was carried out. A statistical survey was also done of the cases which had been judged by the Ethics Committee of the UFC, based on the entries and minutes of its meetings. Other aspects which were also analyzed were: the profile of the denouncers, the admissibility of the suits, the decisions and the actions of the Ethics Committee at various moments. There was also analysis done of the disciplining structure of the Ethics Management System of the Federal Executive Power and of the Professional Code of Ethics of the Civil Public Servant of the Federal Executive Power and their relation to the specific Code of Ethics of the UFC, through documental consultation of the respective legislations. The research observed that the Code of Ethics of the UFC gives special attention to the good functioning of the Institution, to the interests of the Collectivity and the valorization of the human being. As to the work of the Committee in applying the Code, it was shown that the Committee was making a great effort to divulge and consolidate the ethical norms. It was proven to be balanced and careful in its decisions. A small doubt arose, however, upon observing that only 7% of the cases which arrived at the phase of investigation received the application of the ethical censure. On this point the research showed itself to be limited and the possibility of another study was suggested. One concluded that, within all the categories of the Community which is affected by the Code, it was the students who most sought out the Committee, totaling 50% of the denouncements. What stuck out was the fact that, among the denounced, 75% were professors, which points to the need to adopt educative measures of preventive character aimed at the conduct of the professor public servants.
