Abstract:
Throughout human evolution work has gone through innumerous transformations, the significances and meanings being altered to the point that, in modernity, it has taken on a central role, both in relation to personal development as well as with regard to the interests of a society that is increasingly capitalist. For most people, personal satisfaction, social gains and financial conquests are the results of work, based on personal effort and on the improvements of the potentialities throughout only a few decades. Parallel to the improvement of their roles, the human being ages, and, during this process, the physical strength diminishes and many times, the meaning of work also diminishes. Retirement presents itself in the form of law after fulfilling some decades of service, being granted in Brazil when all the current legal terms have been put into effect. Retiring is not always received in a satisfactory way; what for some is the supreme wish, to others it is, to the contrary, feared. In this scenario, many workers come to their retirement resentful about the abrupt end to their careers; many are not ready to assume a new life where they face a distancing from the social relations, with decrease in health due to aging, and besides this, the prejudices and stigmas of a society which insists on disdaining its elderly and retired people. Through the Federal Constitution of 1988 and the infra-constitutional terms , that is, the National Policy for the Elderly (PNI) and the Statute of the Elderly, Brazil has tried to change the way society looks at its long livers, combatting slander and giving support, assuring rights and seeking to propitiate a dignified life; the policies cited advocate the offer and maintenance of programs of preparation for retirement, preparing the worker for a healthy life transition, offering a set of tools which are useful for the construction of new projects. In this sense, we sought to evaluate the fulfillment of the PNI and Statute of the Elderly as to the offer and maintenance of Preparation Programs for Retirement (PPA’s) of the Federal Institute of Education, Science and Technology of Ceará (IFCE). The research was carried out analyzing the institutional documents, the information stored in the electronic portal and the registry data registered in the Integrated Subsystem of Attending to the Health of the Public Servant (SIASS). It was observed that up to the end of the year of 2017, the institution, the object of the research, was not fulfilling the legislation cited, nor the National Policy for Attending to the Work Health and Security of the Federal Public Servant (PASS); It was further observed that during the first semester of 2018, the IFCE began to fulfill the legislation upon conceding and beginning the project/program of PREPARATION FOR A NEW TIME OF LIFE: Challenges and Constructions. In this way, besides fulfilling the legislation and giving value to their public servants, it joined the still small group of federal public institutions which are concerned with disseminating their knowledge guided by ethics and the effort of social commitment and responsibility due to the elderly, the retired.
