Resumen:
The goal of the research paper is the analysis of the participation of the family farmers in the purchase of food products of the Instituto Federal de Educação, Ciência e Tecnologia do Ceará – IFCE [Federal Institute of Education, Science and Technology of Ceará], in the period of 2016-2017, through the Program of Food Purchasing (PAA) and how this purchase increases the local economy. The object of this research is the alterations which were implemented in the purchase of food and the social benefits resulting from the Decree 8.473/2015. The research is relevant due to the ethical and social values which constitute the theme. The IFCE, as an entity of the federal public administration, should use the modality “Institutional Purchase” in the purchase of food products from family agriculture, through a public call. The methodology used was bibliographic and documental research, using books, scientific journals, internet sites, official documents, besides the experience of the author in the area of governmental purchases which made it possible to verify concepts and the legal base which are restricted to the theme, analyze the development of the PAA, the alterations of the procedures for the purchase of food, infer the campi which used such procedures in the period of 2016-2017 and the difficulties encountered in the implementation. The research made it possible to conclude that the PAA is an important public policy of social and economic inclusion, which reaches the most socially vulnerable people, increasing the local development and environmental sustainability. The administrators of the IFCE are articulating to implement the purchase of food products, according to the decree, with training of personnel in the area of purchases. This work will serve as support for the IFCE in the implementation of the PAA.
