Abstract:
The proposal of this study is to present the Programa Mulheres Mil [Thousand Women Program] from its implantation, which occurred in 2011, based on work carried out in partnership with Canada in the year 2003, up to is current structure, its adaptations, basic legislation, public that it serves, the demands attended and its limitations. The goal of the study, besides this, is to analyze the influence of the Program on the growth of the citizenship of the women attended as well as their economic and personal empowerment. At the Instituto Federal do Ceará - IFCE [Federal Institute of Ceará] Fortaleza Campus, the Program offers fundamental programs to the community which are important to the development of the political awareness of this demand, propitiating the personal, professional and educational strengthening which leads them to have access to jobs and income through social inclusion. The Programa Mulheres Mil is a public policy of inclusion which tends to provide women in conditions of vulnerability the access to education, to qualification, to jobs and to income through professional training. New public actions, aimed at personal growth and professional development which serve these women must be constant so that their longings, reasons for struggling and their demands may be attended. The study has a theoretical-empirical format based on documental and bibliographic data. The data obtained were analyzed under the light of a theoretical review and the current legislation and propitiated the understanding that the program is not an end in itself, being as many presuppositions such as insertion in the work market need to be broadened, because impeditive facts still make this insertion difficult. Another point which cannot be left out is the fact that a very small percentage, only 8%, continued to study after the end of the program. Still in the data analysis, one perceived that the PMM strengthened, in a certain way, the emotional side of its participants, raising their self-esteem, optimism, determination and even joy. The analysis of the results shows the situation delimited by the temporal period of the collection of the empirical data, that is from 2011 to 2014, and by the universe of research. Within the restrictions of the study we highlight: (i) the size of the sample contained in the period of 2011 to 2014, in which 07 groups were analyzed; (ii) impossibility of generalization of the results obtained seen as the universe of research was restricted to the Instituto Federal do Ceará Campus Fortaleza. These limitations suggest the importance of developing future studies with the goal of amplifying the research. Notwithstanding, the work seeks to contribute to the existing literature which deals with the subject and to propitiate the understanding of the phenomenon investigated, seeking paths which diminish the barriers to the goals outlined by the program, with the stimulus to conceiving social policies and programs with similar characteristics.
