Resumen:
This paper analyzes the process of implantation of the system of reserving spaces in Brazilian federal teaching institutions based on the social criteria established for the implantation of the measure, having as a reference for the analysis of the practical results the higher learning of the Federal Institute of Education, Science and Technology of Ceará – IFCE. This is an exploratory study, developed through bibliographic and documental research which provides the base and presents relevant information for understanding the process of implantation of the quota system in federal teaching institutions. The historical and social context which gives the basis for the existence of public policies in Brazil is presented as well as the political-social process which culminated in the publication of the Law #12,711/2012, the Law of Quotas. This information facilitates the comprehension of relevant aspects about the theme. The main goal of this work is to analyze, based on the social reality of the academic community of IFCE, the social aspects which give basis for implementing the public policy of quotas in the federal teaching institutions, advancing up to the process of implantation itself. From this analysis one aims to specifically verify the efficacy of the quota policy at IFCE, the influence of organizational factors of IFCE and the regional particularities in the implementation of the measure. In this way, the intention is to contribute, with this study, toward a better comprehension and reflection about the quota policy, as well as to the evaluation of the measure in the ambience of the IFCE and also in the national context.
