Abstract:
This study seeks to investigate to what measure the right to inclusive education has been fulfilled in the educational reality of the municipality of Valença/BA, having as reference the legal orientations of the last seven years, when, in 2008, the National Policy for Special Education in the Perspective of Inclusive Education was published. As the object of research, the focus was on the problematic which involves persons with intellectual deficiencies. It makes use of qualitative-quantitative research using as instruments for data collection the institutional registers made available: administrative documents, official documents found on Internet and cursive registers such as minutes and reports. It is based mainly on the analysis of documents in the collection of the Municipal Department of Education, besides bibliographic research. The data indicate that, although the municipality had taken on the challenge of school inclusion, putting into effect important Public Policies, there is a crisis of efficacy with regard to the guarantee of the fundamental rights of persons with intellectual deficiency so that these people may be truly included in the regular school.
