Resumen:
The Federal Constitution of 1988 made training for the exercise of citizenship one of the purposes of Education, making citizenship and education inseparable, indispensable to the existence of Brazilian society itself. Faced with this, the problem arises as to what should be the pedagogical activity of educational institutions to achieve this goal. This work presents an analysis of citizenship, from its historical construction, from the ancient world to the present day, as well as the occurrence of Education as a social right in the Brazilian constitutions of 1824, 1891, 1934, 1937, 1946, 1967 and 1988, aiming at the study of the fundamental right of citizenship and its approach in the institutional environment of teaching, starting with the analysis of official documents of the institution, referring to the vocational courses integrated to the secondary education of the Federal Institute of Education, Science and Technology of Ceará (IFCE ), Cedar Campus. The approach to citizenship takes place in the technical courses integrated in Mechanics, Electrotechnics and Informatics of the IFCE / Cedro, by various means, and there is no specific curricular component on the subject. Citizenship education should allow for democratic participation in school, ensuring dialogue, respect and preparation for life in society, a process that must be continuous and be part of the pedagogical proposal of the Cedro campus.
