Abstract:
This work has as general objective to analyze the management form implemented by the responsible manager in the development of the educational activities, as well as the actions practiced in the Institutional Program of Initiation Scholarships to the Teaching of the Federal Institute of Ceará of the Mathematics Subproject - Fortaleza Campus, in observance to the legislation pertinent to the program, to compliance with Civil Legislation and in comparison to the model of management in the light of ethical principles. The research, whose results subsided the elaboration of this work, is of a theoretical nature, qualitative approach, being based on literature review and documentary survey, concerning the theme. The research has an exploratory character, since it seeks to increase the knowledge about practices adopted in the process of management of the Institutional Program of Initiation Scholarships in a federal institution of education, in compliance with the norms and submission to the Ethics Council of the Faculty EST, responsible for the orientation regarding the construction of a narrative within the standards required by the Legislation. The underlying theoretical assumption underlying this research is that to carry out efficient public management and with beneficial results to the community, it is necessary for the public manager to perform the actions entrusted to him, in an honest manner, free of corruption and in compliance, therefore the importance of this manager in the organizational adaptation of the changes. Public management should prioritize the citizen and society as a user of the public service, as the recipient of the action stemming from the power of the State. If the individuals doing the public service understood the importance of being ethical much would advance in the desires and desires of society, without these principles there would be a concern with society and its individuals, where each would only be concerned with their own interests without understand the need of the population.
