Abstract:
The goal of the following study is to do a detailed analysis about ethics in public services, having as an initial reference point the concepts of the classical philosophical Ethics and the notes of the Kantian moral philosophy, leading on to an interpretation of the legal dispositions and principles inherent in the activity of the public servant present in the legal system. Such a proposal has its origins in the current crisis experienced in the public institutions, a scenario of repeated acts of lack of discipline and of innumerable administrative disciplinary procedures. On the other side upon observing the behavioral guidelines present in the deontological norms directed toward the public servant, it becomes imperious that the punitive content of the laws and the need for these sanctions for the establishment of order in the Public Administration in general and in public service be questioned. Toward the end, the present production turns its attention to a research of the illicit acts practiced by the public servants, having as a reference the Ministry of Education and showing the depth of the problem.
