Políticas públicas de inclusão social de pessoas com deficiência: ações adotadas na Universidade Federal do Ceará a partir do Programa Incluir

Abstract

Public policies for the social inclusion of people with disabilities - PwD were analyzed through the Incluir Program, at the Federal University of Ceará - UFC, based on references from theology, legislation and human rights. We sought to know to what extent the actions taken by UFC, in the Incluir Program, contributed to the inclusion of PwD. This research was qualitative, addressing bibliographical, documentary, theological and empirical elements on the subject. It discussed how disability has been addressed in the course of history, up to now when PwD should be well included in society. Also, biblical passages that point to the ideal of the Christian person through the words of Jesus and His relationship with the excluded audiences of his time were analyzed, being discussed with the help of contemporary authors and ending with a more comprehensive interpretation of these sacred passages, and a meaning pointed out with methods of reading religious texts, correlating the call to social action made by Jesus in the New Testament - NT and Liberation Theology - LT. The analysis and discussion of the Incluir Program took place mainly through documents and news produced about it, especially by the UFC secretariat responsible for it. Following, possibilities of religious action are presented to promote inclusion and accessibility plus a theoretical debate that points to the dichotomy of paths that can be followed by religions, promoting greater humanization or regression and barbarism. Education is fundamental and its importance is growing, since society is in a spiral of demands for professional qualification and knowledge that help in contemporary life for labor, citizenship and social coexistence, being part of human rights. The issues of accessibility and inclusion are still quite delicate. Many public and private buildings and services are not yet accessible and many also do not claim to be so. The look and actions of academia and churches are important for promoting inclusion. The effectiveness of the analyzed program in fulfilling its inclusive objectives was verified, but there is still a long way to include a greater number of PwD. Four phases of promoting accessibility at UFC were identified: installation and consolidation; difficulties caused by fiscal adjustment and intensification of neoliberal policies; realignment to the available resources associated with organized and strengthened thematic groups and, finally, a pragmatization of the actions with an intensification of the promotion of assistive technologies and an apparent strengthening of the alignment with the new management of the rectory, rejected by sectors of the university community for having been appointed by the federal government without having obtained the highest vote in the consultation itself.
