The purpose is to create an inclusive and pluralistic educational environment, which respects religious diversity and the principle of secularism. The methodological design of this study is exploratory and descriptive, with a qualitative approach. Bibliographical research will be used to put the researcher in contact with everything that has been written on the topic, aiming for theoretical depth. The review will consider renowned theoretical books and scientific articles published since 2010, focusing on Religious Education, BNCC, Teacher Training and the Curricular Proposal of the Municipality of Caucaia. Content analysis will be used as an organizational strategy, in order to qualify perceptions on the subject. Initially, a brief history is outlined that emphasizes the controversy surrounding religion since Imperialism, going through the different phases of the republic under the aegis of the Brazilian Constitutions. We seek to understand the importance of Religious Education in this context. The text presents relevant information that addresses the creation and regulation of Religious Education in Brazil, highlighting controversial discussions that culminated in court decisions, such as ADI n. 4,439/2017, which established an arbitrary position in confessional teaching. Furthermore, the study analyzes the trajectory of Religious Education in the public education network, exploring aspects such as diversity, pluralism, prejudice, tolerance and secularism. The latter being a very important factor for the free exercise of religiosity and marking the continuity of history. The work also focuses on the Common National Curricular Base (BNCC), with a focus on Fundamental Religious Education, the training of teaching staff in this area of knowledge and examines possible new approaches to religion in Early Childhood Education. An additional study addresses the curricular and methodological proposal of the Municipality of Caucaia regarding Religious Education, considering its applicability, socio-historical modulations and cognitive aspects that contribute to Inclusive Education in accordance with the BNCC. This investigation culminated in the creation of a practical guide for teaching staff and pedagogical staff, aimed at Religious Education in Elementary Education in the municipality of Caucaia.
